DCN Member Joanna Kulesza Co-Edits Open-Access Volume on Global Governance of LEO Satellites

We are pleased to share that, together with UNU-CRIS Associate Research Fellow Berna Akcali Gur, DCN member Joanna Kulesza has co-edited a new open-access volume titled “Global Governance of Low Earth Orbit (LEO) Satellites”. The book is the outcome of a multi-year research initiative supported by the Internet Society Foundation’s “Decolonizing the Internet” programme.

The volume examines the governance challenges arising from the rapid expansion of low Earth orbit (LEO) satellite broadband infrastructures. It explores questions of geopolitical power, standard-setting, data governance and trust in the context of satellite-enabled connectivity, with particular attention to inequalities between the Global North and Global South. Building on earlier research into the dominance of developed states in shaping LEO standards, the project’s second phase focused on how international and multistakeholder forums can address transnational data governance concerns and promote inclusive internet policy objectives. Contributors draw on insights from engagement with fora such as the Internet Governance Forum (IGF), ICANN, IETF, RIPE NCC, and other global governance spaces. The edited volume brings together interdisciplinary perspectives and aims to serve as a resource for policymakers, scholars and civil society actors working at the intersection of space governance, digital infrastructure and global internet governance.
