On 6 October 2026, the Law and Tech Research Cluster of the Dublin European Law Institute (DELI) hosted an event exploring the critical intersection of data centre governance, strategic autonomy, and European digital sovereignty. As data centres rapidly become the essential physical backbone of artificial intelligence and the cloud economy, identifying appropriate regulatory strategies is crucial to securing the EU’s technological autonomy while maintaining market competitiveness.

Following the official opening by the Ambassador of France in Ireland, HE Céline Place, the event featured a presentation of the initial findings from the Irish-French Ulysses project “Governing Data Centres,” led by DELI Deputy Director Dr Edoardo Celeste and Prof Thomas Le Goff of Télécom Paris. A multi-stakeholder roundtable brought together academics, representatives from Irish and French public authorities, and digital industry leaders for a dynamic exchange on policy, infrastructure, and governance challenges.

This event was a unique networking opportunity for researchers, legal experts, policymakers, and industry professionals interested in the infrastructural foundations of AI and the strategic efforts shaping Europe’s digital future.
